Head of Resourcing & People Operations

The below serves as a guide to the Head of Resourcing & People Operations (HRPO) duties and responsibilities and is not definitive or restrictive in any way. The duties and responsibilities may vary from time to time in response to changing circumstances.

Job Summary:

There are three (3) teams within ICS Insourcing – Service Delivery, Clinical and People Operations. As the HRPO, you will lead all people operations functions as it relates to the hundreds of clinical remote workers that we are recruiting into the business. This requires you to manage the relationship we have with all our doctors, nurses and Allied Healthcare professionals from the moment they make their initial enquiry to join through to allocating them to work and our ongoing relationship with them.  

Head of Resourcing: 

Candidate Database & Process Management 

  • Ensuring our business has the tools to manage and report accurately on recruitment activity, from initial application through to placement.
  • Ensuring our “tech” service is innovative, remains relevant and leading the way for our future business.
  • Ensuring processes are mapped and shared within the division, fully documented and accessible.
  • Ensuring our candidates experience is positive and effective.
  • Providing a quarterly “deep dive report” for each business unit on database utilization to include but not limited to demographics of candidates, productivity, missed opportunities, marketing strategies for the coming quarter to include seasonal trends and forecasting.
  • Maximize IT system usage to facilitate compliance and ensure information can be traced and accessed by others 

Recruitment & Compliance (R&C) 

  • Responsible for ensuring the R&C team(s) deliver a professional service at all times, to our candidates and that they are kept up to date with all legislation/framework changes.
  • Support the R&C teams to manage time to hire/newly cleared workers performance through KPIs.
  • Ensure that the ongoing re-checks conducted by the compliance team are delivered in a timely and professional manner so that the candidate database is always kept fully updated and accurate.
  • Constantly review the service being delivered by the team(s), putting in place SLAs where required, to respond/review online interviews. 

Quality Assurance 

  • Participate in the continuous maintenance, development and improvement of the Company’s quality system in order to ensure client, business and regulatory requirements are met or exceeded.
  • Highlight opportunities for improvement to management
  • Assist in dealing with complaints or issues speedily and in line with the Company’s complaint procedure and highlight any queries to the line manager
  • Participate in internal and external audits as required
  • Lead on Net Promoter Scores (NPS) surveys and benchmarking for candidate feedback, implementing consultant league tables and looking at opportunities. 

Head of People Operations: 

  • Identity & culture - Responsible for facilitating how our culture and values are represented across our hundreds of clinical workers
  • Operational processes - Accountable for managing all People systems and processes pertaining to our clinical workforce, working with Heads of Departments (Head of Service Delivery/ Head of Nursing & Governance/ Head of Resourcing) to define, deliver and develop them over time
  • Strategic people projects – Accountable for the creation and implementation of a People Strategy- regular feedback surveys for clinical staff, newsletter for clinical staff, identifying opportunities to reward high performers, sending of thank you, birthday cards to clinical staff. Christmas cards etc- initiatives to treat them so well that they never leave us to work with anyone else
  • Company leadership Leading the department, managing the Project and Mobilisation Manager (PMM), People Operations Manager and Mobilisation Coordinators.
  • Managing and monitoring the performance of the team, holding regular reviews and ensuring targets are met.
  • Career development plans – Accountable for the creation and implementation of a career development programme for those in your team

Manage the ongoing relationship between ICS Insourcing & our clinical workforce - Being the first point of contact to whom they can escalate non-clinical concerns, for example, unresolved payroll/expenses issues
